Fukuyama meant that the evolution of consciousness, the search for the ideal political arrangement to provide solidarity and communal meaning and individual freedom and to lessen the likelihood of tyranny, had been reached. He never stated that nothing bad would happen for the rest of time.
In liberal democracies, corruption and inequality remain. Voters in Hungary, Poland, India, Brazil were angry at the economic hardships and the perceived watering down of their identity and religion. They are actually an expression of democracy as they were not doing what the European Union wants them to do. Disastrously, the leaders they elected are illiberal and bigoted. Most importantly, they, like Donald Trump, are corrupt. They actually do not have a demented plan for world domination like Stalin or Hitler or Mao. They just want to steal money and are angry at modern diverse societies.
I think Russia is not an example of Nationalism but expansive empire building. Ukraine is the nationalist state here and there nationalism and Ukrainian pride should be supported as long as it has finite territorial goals and is inclusive.
